Shaheen introduces biennial budget bill

A new bill would put the U.S. budget process on a two-year cycle instead of an annual cycle. Under the Biennial Budget Appropriations Act, one year would focus on appropriating federal dollars and the other would be devoted to oversight and scrutiny of federal programs.

The bipartisan bill was introduced on Jan. 27 by U.S. Senators Jeanne Shaheen (D-N.H.) and Johnny Isakson (R-Ga.). Shaheen says biennial budgeting would give Congress more opportunity for thorough oversight and analysis of its spending. She served three terms as governor of New Hampshire, which has a biennial budgeting system.

Isakson has sponsored biennial budget proposals every year since he joined the Senate in 2005.
